Public Service Staffing Advertisements
As you are aware, a number of priority persons currently registered in the Priority Information Management System (PIMS) have already or are in the process of transitioning from a time-limited surplus priority entitlement to a lay-off priority entitlement.
Currently, priority persons can access internal job opportunities advertisements and notifications posted on Publiservice by subscribing to the Career Watch feature in Publiservice, using a personal e-mail address. e-mails the latest job opportunities to users, according to the criteria entered at the time of registration. If outside of the Government of Canada network, they can then request a copy of advertisements and notifications of interest in PDF format by contacting the Publiservice Client Support service at the Public Service Commission (PSC).
In addition to this approach, effective immediately, the PSC is launching a pilot project focusing on priority persons with a lay-off priority entitlement that will provide them with access to Publiservice through a Public Service Resourcing System (PSRS) account. This new process of obtaining internal job advertisements and notifications will provide direct access using a self-serve approach to job opportunities for priority persons with a lay-off priority entitlement. It will enhance their ability to stay active in their efforts to secure permanent employment within the federal public service. Further changes to this initiative may be added, including expanding this initiative to other types of priority persons, based on feedback received and further assessment of the pilot project, following its implementation phase.
In order to communicate this initiative, the PSC is providing you with a sample letter detailing information on how priority persons with a lay-off priority entitlement can create an account in PSRS and gain access to Publiservice outside of the Government of Canada network. We invite you to send this letter to priority persons who have transitioned or will transition from a time-limited surplus priority entitlement to a lay-off priority entitlement within your organization. Alternatively, you may wish to incorporate key messages within other communications tools your organization already uses to support these priority persons.
The PSC also wishes to remind you of the importance of updating employees’ priority entitlement type from surplus to lay-off in PIMS. This will ensure that priority persons will continue to be referred to potential employment opportunities and benefit from this greater ease of access to internal job advertisements and notifications through this pilot.
